Community Development Block Grant (CDBG) &
Home Investment Partnerships (HOME) Programs
Office of Economic & Workforce Development
Each year Dane County develops an Annual Action Plan for the expenditure of CDBG and HOME funds expected to be received by HUD for the following calendar year. Action Plans are developed as part of a 5-Year Consolidated Plan which provides the basis and strategy for the use of federal funds allocated to Dane County over the five year period. The Annual Action and Consolidated Plans are developed with significant citizen participation outreach and consultation including public hearings, surveys, and focus groups.
Applications for 2019 CDBG/HOME funds may be submitted through Thursday, May 24, 2018. To apply for CDBG & HOME funding, applicants must register as a vendor with Dane County's Purchasing Division. There is a $20 vendor registration fee that can be paid electronically or by requesting a paper form be sent via U.S. mail.

2018 Application Process
Development of the 2018 Action Plan included a public hearing held in March 2017 by the CDBG Commission at the Sun Prairie City Hall. This public hearing included a review of eligible CDBG and HOME activities, potential funds, a review of the needs identified to date, a review of activities identified in the Consolidated Plan, and potential priorities for 2018. Opportunity was provided for identification of emerging housing and other community development needs and opportunities, as well as, for input regarding proposed priorities for 2018. A list of potential projects was shared, discussed, and action was then taken on identifying the requests for proposals (RFPs) that would be issued for potential funding in 2018. Applications for 2018 CDBG and HOME funds were solicited beginning early April 2017 and due late May 2017. The Application Review Team, a subcommittee of the CDBG Commission, met on two consecutive Saturdays in June 2017 to hear presentations by the applicants for housing and public assistance dollars and to make initial recommendations to the full CDBG Commission. The CDBG Commission made its preliminary recommendations at its June meeting and its final recommendations following a public hearing on the Plan at the July Commission meeting. These recommendations were incorporated into Resolutions, which were reviewed and approved by the Executive Committee, Personnel and Finance Committee, and the County Board. All meetings were publicly noticed.
