The Consolidated Plan is a five-year planning document, which outlines the low-income population’s needs in the County, a strategy for how the County will meet those needs, and a plan of how the County will use available governmental and private resources to implement its low-income housing strategy. The Consolidated Plan is mandated by the U.S. Department of Housing and Urban Development (HUD) as a condition for receiving Community Development Block Grant (CDBG) funds as well as other federal entitlements..
The Action Plan is a component of the Consolidated Plan that details how the County will spend its annual CDBG allocation for the current program year.
The Consolidated Annual Performance and Evaluation Report (CAPER) is completed at the end of each program year and provides a summary of programmatic accomplishments and an assessment of progress toward the priority needs and specific objectives set forth in the Consolidated Plan.

The Citizen Participation Plan contains Dane County's policies and procedures for public involvement in the Consolidated Plan process and the use of CDBG money. The Plan provides for and encourages public participation, emphasizing involvement by low and moderate-income people.
